A Study on The Realization Level of Strategic Plans and Goals Regarding Birth Type in Turkey

Abstract
The aim of this study is to evaluate the achievement level of the goals set in the Ministry of Health’s strategic plans regarding birth methods in Türkiye and to develop recommendations based on the findings.The study conceptually addresses birth types, examines the changes in cesarean rates in Türkiye, and investigates the factors influencing birth preferences. Additionally, national action plans and legal regulations aimed at reducing cesarean rates are reviewed.
The method involves a literature review and analysis of official documents. The birth-related targets in the Ministry’s 2010–2014, 2013–2017, 2019–2023, and 2024–2028 Strategic Plans are analyzed in terms of achievement levels.Findings indicate that although there is a downward trend in cesarean rates, the targeted levels have not been achieved. Cesarean rates remain particularly high in private hospitals, and regional disparities persist.It is recommended to increase public awareness, enhance inspections of private hospitals, and support VBAC (Vaginal Birth After Cesarean) practices.
